On 24 April 2018, the signing ceremony for Shandong Lisheng Group’s 3,000-ton-per-day wheat flour processing project, landing in Liangshan County, was held at the Liangshan Shuihu Hotel. Hou Dianfeng, Deputy Party Secretary and County Magistrate of Liangshan; Wang Qingming, Deputy County Magistrate; Gao Fengguo, Chairman of Lisheng Group; and Gao Fengshe, General Manager of the group, attended the ceremony.

With a planned investment of 1 billion yuan, the Lisheng Group Liangshan Healthy Food Technology Park covers 230 mu and will become a large modern food enterprise capable of milling 3,000 tons of wheat and producing 1,000 tons of dried noodles per day. Construction was set to begin in June, with full production in 2020. At that point Lisheng — already a heavyweight in Shandong’s flour industry — would double its scale and reach its “three ones” engineering goals: process 10,000 tons of wheat per day, process 1,000 tons of noodles per day, and exceed 10 billion yuan in annual sales. The project is both a new starting point for Lisheng’s medium-to-long-term development plan and a solid foundation for realising the group’s long-term strategy.

Shandong Lisheng Group is an integrated group enterprise combining food processing, sales, grain storage and logistics. “Lisheng” flour was named a “China Top Brand” in 2007, recognised as a “China Well-Known Trademark” in 2011, and became a “Provincial Key Leading Enterprise in Agricultural Industrialisation” in 2010. Its five flour-processing companies are spread across Shandong, Henan and Hebei, processing 3,000 tons of wheat per day — a production scale among the highest in Shandong. Chairman Gao Fengguo noted that the Liangshan project’s capacity nearly equals the combined capacity of the group’s original five companies; it represents not only a doubling of output but also a major opportunity to transform and upgrade a traditional industry. After more than twenty years of development, the group has accumulated the financial, talent, brand, channel and management strengths for larger-scale, higher-level growth. The Liangshan project will draw on the high-quality wheat region of Liangshan and the surrounding Yellow River floodplain, uphold an ecology-first, green-development philosophy, adopt internationally advanced milling technology and equipment, introduce intelligent control, and build a smart enterprise that raises both quality and efficiency.

Leaders of the Liangshan county government said that siting Lisheng’s doubling project in Liangshan would provide new momentum for the county’s “new sixth industry” in agriculture. The county would add the project to its key-project list and offer “zero-distance,” “zero-defect” and “zero-interference” service, supporting construction with the utmost sincerity and effort to ensure an early start and early production.

For overseas procurement and contract-manufacturing customers, the 1-billion-yuan, 230-mu Liangshan Healthy Food Technology Park represents a leap in Lisheng’s capacity and equipment: the park uses internationally advanced milling technology, intelligent control and modern noodle lines to greatly expand its ability to deliver high-volume, consistent quality, and is built as a smart factory drawing on the premium wheat region of Liangshan and the nearby Yellow River floodplain under an ecology-first, green-development philosophy. Backed by the group’s present scale of eight companies, 7,000 tons of daily wheat processing and 560 tons of daily noodle output, Lisheng has the capacity to support container-scale export orders and long-term OEM / private-label supply, offering overseas importers, supermarkets and foodservice channels one-stop contract manufacturing from formulation and specification to packaging.
