To all food-producing enterprises in the city:

Food is the people’s first necessity, and safety is its first priority. Food safety bears on the health and lives of the people and on the city’s economic development and social harmony. As food producers, we should provide safe, reassuring products with a rigorous scientific attitude, a strong sense of responsibility and good professional ethics. On the occasion of the Citywide Food Safety Awareness Week, we have a duty to show consumers the social responsibility we bear. We therefore make the following proposal to all food producers in the city and a solemn pledge to society:

  1. Consciously abide by national laws, regulations and rules; implement national, industry or enterprise food standards; strictly guard food-safety quality; and produce safely and operate with integrity.

  2. Raise awareness of the importance of food safety. Legal representatives and unit heads must take on the role of the first responsible person for food quality and safety and fulfil that duty, progressively implementing a food-safety officer responsibility system.

  3. Observe the national food-safety market-access system; manage quality at source; ensure processes are scientific and reasonable and rigorously regulated; ensure raw materials, auxiliary materials and additives comply with laws and mandatory national standards; never ship food that has not passed inspection; strengthen whole-process monitoring across production and distribution; and never produce, process or sell unsafe food.

  4. Implement a recall system; promptly disclose information on products with safety risks and recall them proactively.

  5. Strengthen self-discipline in the enterprise and industry; fulfil the social responsibilities of the first responsible person; accept supervision by peers, consumers and society; and cooperate with law-enforcement bodies in quality supervision and routine oversight.

  6. Strengthen the enterprise’s integrity system and culture; operate with integrity; improve management; and continually raise food-safety capability through advanced management methods.

  7. Actively take part in publicising food-safety knowledge; provide scientific consumption information; advocate healthy consumption concepts; and help the whole industry form a mechanism for sharing food-safety experience and technology.

The responsibility for food safety is weightier than Mount Tai. Let us shoulder this sacred duty together and contribute to building a harmonious consumption environment and a healthy city-wide food industry.
